The theme and variations comprise the third movement of Von Schacht's
Clarinet Concerto in Bb (on the Orfeo) recording. According to Dieter
Klocker's notes, Von Schacht probably knew the tune as the French song "Ah
vous dirai-je, Mamam" or, in its German incarnation, "Morgan kommt der
Weihachtsmann." (an early version of "Santa Claus is Coming to Town"
perhaps?) Actually, it sounds more like "Bah, Bah, Black Sheep" than
"Twinkle, Twinkle ..." to me but what do I know? ;^)
