Dieter Klocker has a CD of works by Theodor von Schacht (Orfeo C2 90931A)
including:

Concerto in D Major for clarinet
Concerto in Bb Major for clarinet
Concertante in Bb Major for 2 clarinets
Concertante in Bb Major for 3 clarinets

I don't recall whether the "Twinkle, Twinkle, Little Star" theme is
included in these works, but it does sort of sound familiar.
