There is a version arranged by Jozsef Balogh Published by Darok, and you
can get it a Luyben Music 800-258-9236. I'm pretty sure that that's the
version he used, as I got in the performance bin at Luyben's Music at
ClarFest.

I have a version of it on my web page. (see bottom address signature)

The work is "Zigeunerweisen" by Pablo de Sarasate, originally for violin.
I don't believe the clarinet transcription was attributed at Hawley's
performance.
