Dear Brad
How does the relocated register tube affect the throat Bb and the notes of the lower clarion register and the altissimo?

I don't know about the vinntage r13 Eb clarinet but if it is anything like the
regular r13 Eb a possible solution is to have Guy Chadash relocate the
register tube location Guy has done it to many clarinets and had great
success in so doing. By relocating the register tube higher towards tha
mouthpiece a couple of millemeters the pitch of the upper clarion notes will
lower significantly. If the pitch of your horn is not too high in the upper
clarion, you can have guy make you a new register tube with a smaller hour
glass shaped internal diameter. Perhaps both of these things combined would
be the best possible solutuion.
Good Luck,
Brad Behn
