Each school has its own unique policy regarding both of these issues,
and your best course of action is to contact each school in which you
are interested, and ask your questions directly to the admissions
officer of the music school/department. A very specific example of
a non-music major receiving a music scholarship occurred at Southern
Methodist University in Dallas, where an acquaintance of mine re-
cevied something in the neighborhood of $4000 per year to participate
in the wind ensemble and chamber music program. He was a history
major or something like that, and was only a high school level clarinet-
ist at best. I do not know how he got the scholarship deal that he
did, but it shows that the potential is there if you choose to explore
it. As a pre-law major, you'll get a chance to hone your nascent ne-
gotiation and advocacy skills.

Regarding audition times, it's on a school-by-school basis. Some
schools hold auditions in mid-Fall, while others do not begin until
early Spring and continue into April and May. Again, contact the
schools of interest to you, and obtain their literature pertaining
to audition schedules and repertoire requirements.
