Well, _never_ is too strong a word; it is used by some artists for
particular works. If, when, and where to use vibrato is a subject apt to
bring strong responses from a multitude of people.

Eric Dolphy definitely used vibrato on bass clarinet - and it suited his
style of music. I don't remember hearing vibrato on bass clarinet in
classical music, though.

There's no excuse _not_ to have heard any clarinet recordings, though! Hie
thee to the local library and check out their music section if you can't buy
any. That's what your parents (and possibly you!) are paying taxes for.
