Jason:

Look at what you are referencing. These Warner Bros. cartoons are older.
Back in the days of Carl Stalling and Tex Avery, all of the studios kept a
resident orchestra for all of their work. Look at the new cartoons like
Batman, or some of the others... Synths and a couple of instruments are
all they have. One exception is Tiny Toons (another WB cartoon). They
actually hire instruments for that (I've met the contractor) and as far as I
know, it is different music every show.

As I said in my original post, much of this town uses synths, some hires
real instruments, some use canned music. It all depends on the show and the
network.
