The whole purpose of solfege is to provide labels for a tonality that assist
with audiation, whether that tonality be Western major/minor or a particular
mode (i.e. dorian, mixolydian, lydian, phrygian, aeolian/natural minor, locrian,
ionian/major). For those of you who don't know what a mode is, here is an
example--if you sing a major scale starting from re and going up to re, you have
a dorian scale. A 12-tone scale does not incorporate tonality. Sure you can
sing syllables but it really creates no aural purpose.
