Fennell's book, "Time and the Winds" published by Leblanc, says the following
on p.52:
"The Eastman Symphonic Wind Ensemble, which was organized by the writer in
September, 1952, for the purposes of establishing a new medium of musical
activity, consists of the following instrumentation, which at its maximum,
utilizes 45 players:

Reeds Brass

2 flutes and piccolo 3 cornets in Bb and 2
trumpets in Bb
2 oboes and Eng. horn or 5 trumpets in Bb
2 bassoons and contrabassoon 4 horns
1 Eb Clarinet 3 trombones
8 Bb clarinets, or A clarinets 2 euphoniums
divided in any manner desired 1 Eb tuba and 1 BBb tuba
or fewer in number is so desired or 2 BBb tubas if desired
1 alto clarinet
1 bass clarinet Other Instruments
2 alto saxophones
1 tenor saxophone percussion, harp, celeste,
piano, organ,
1 baritone saxophone harpsichord, solo string
instruments, and
choral forces as
desired

The above instrumentation has been established as a point of departure--one
from which it is possible to deviate when a particular score requires more or
less instruments than are considered basic to the Wind Ensemble.....there are
some instruments which might be added to the present list, such as the alto
flute, the bass flute, the heckelphone, the contrabass clarinet, and
fluegelhorn, but these are occasional instruments and would be provided for
the proper performance of a score which demanded them just as they would be
for the symphony orchestra which does not have them in its permanent
personnel."
