The answer to your first question is that they're cheaper, and the people
who play them don't feel a need for the bottom eight and the upper two
octaves.
I don't know a lot about electronic instruments (hate 'em, except for
Baldwin and Allen classic model organs) but I have played Baldwin's RP
series of electric pianos, and the RP-3 has all the electronic capabilities
you could want. The RP-2 is not as complex, not as expensive, but is also
MIDI capable, has a nice set of sampled sounds, and has the advantage of
pressure sensitive keys that come close to emulating a piano. Oh, and all
three have 88 keys, and pedals.
