There are some good music scholes here. I only know about the Dutch part
of the country:

In the conservatory you can study clarinet with Mr. Arteel, who already
performed a few times at ClarinetFest.
In Brussels you can study with Mr. Swimbergen.
In Antwerp you can study with Mr. Boeykens. Most of the people of the
list probably heard of him before.
And finally there is the Lemmens Institute in Leuven with Mr.
Vanoosthuyze, who also played already several times at Clarinetfest.
