Consider the Foundation Studies by Rhoades - he actually has a couple of
etude books out for bass clarinet and alto clarinet - good starting books
for a high school aged student who is beginning on bass clarinet....stays
low for quite some time before popping into the upper register.

Also, any of the standard method books......H. Klose, Langenus, etc. work
well. I give my college students the Left Hand Etudes out of the Langenus
book three as a beginning study to bass clarinet.......gradually working
up tempo as fast as soprano clarinet playing. The main thing is for the
student to expect themselves to play anything on the bass clarinet that
they can play on the Bb soprano.
