James wanted to know what the "rules" were for clarinet parts in
his planned-for Amadeus symphony.

I take that to mean that he does not want to write parts for
the clarinet that are measurably inconsistent with the kinds
of parts that Mozart wrote. Is that a reasonable understanding?

Don't write for any member of the clarinet family in a written
key signature of more than 1 sharp or more than 4 flats. In
general, the clarinet being played on should be changed to
another (B-flat to C or A to B-flat, for example) whenever
a key change would require the 1 sharp, 4 flat rule to be violated.

That is the only rule that I know which is hardfast and it is
based on the observation that Mozart never wrote any clarinet
music that explicitly violates those constraints.
