I use Passport's Musictime Deluxe. I think it does all these things.
Why don't you download the demo version of this from the "Passport"
site. They also have more powerful notation programms (Rhapsody and
Encore) but the price increases dramatically for the extra features
which you may not need. Certainly Finale has more feaatures than many
people need
and is really expensive. Passports' address is:

I would like some recommendations on a notation program for PC.

Some things I want to the program to do:

Input through MIDI device (keyboard, etc)
Output through MIDI device
For PC with WIN 95
Editing features:
Trills
Slurs
Dynamics
Bass, Treble, and moveable clefs (last is optional)
Import Midi files
Export to Midi files
Allow multiple staves (at least 16...32 preferred)
Transposition
Grace Notes
Tempo Variances

That should be it. I would also like the program to be able to print a
score or each instrument so that my original compositions and arrangements
could be printed and used with my highschool band or orchestra.

Anything else anyone thinks I might need?

My main uses will be arranging, composing, and arranging for duets, trios,
etc.
