Having run several businesses in the past, and having been privvy to the
financial statements of dozens of companies in the computer and publishing
businesses, I can tell you that this is simply incorrect.

Those businesses that I know of SPEND the money they budget for recruiting.
That's why they have a budgeting process--to determine how much they plan
to spend and how much they plan to make. If they spend less in one year,
they may budget less in the following year. But the numbers I gave were
industry wide averages. So the year to year fluctuations are not relevant.
