An excellent question. According to Richard Hawkins and JJ Babbitt, every
tool measures a little differently (but very close) - so the standard is
the size of the feeler gauge, which is close enough to reproduce other
number schedules.
Not a very convincing description, but the best I can come up with at this
point.
