I don't know where you got this notion, but it is incorrect.

Your description is somewhat misleading. A person needs certification to
teach.....often that accompanies a degree in that area. If a person is
certified to teach math (for example) and has earned enough credits in the
area of music to certify him to teach music, he is legally able to teach
music classes at some levels without a degree in music. However, he is
not allowed to teach elementary music, or junior high choir, etc. His
endorsement must be a K-12 Provisional Teaching Certificate to allow him
to teach most music classes.

It isn't non-music oriented....so, don't feel bad for asking the
questions. I don't know the answers to your last couple of questions, but
I can try to find out for you. They are good questions.
