property tax is inherently unfair, it does remove local control of school
spending.

The downside of public funding of anything (schools, police, etc.) is as
you have stated. Everybody wants the best, but only wants to pay for the
bare minimum. Unfortunately, you get what you pay for. And the line
between "bare minimum" and "inadequate" is razor-thin.
