You asked my opinion--
If she is indeed a performance major, I think that your university is
doing this young woman a terrible disservice--to the point of robbing
her of her tuition money. There are no--and I mean zero--jobs in this
world (other than maybe the military) where you can make your living
playing only bass clarinet. The fact that your school would award a
degree in it is most disturbing.
If an education major, I would still have her play "real" clarinet (as
well as the other instruments she needs to teach). Same answer w/ less
vitriol.
