Yes, coming from the UK I can confirm that the upper class pronunciation
of "Ralph" is "Rafe", hence "Rafe" Fiennes the actor and "Rafe" Vaughn
Williams, but personally I and everyone I know says Ralph except when
referring to these two simply because that's how they're popularly
known. It could be because I don't mix in the right circles, or it could
be that it's a relatively unusual name over here and we've grown up with
the American pronunciation on TV.
