Welcome to the list, and welcome BACK to playing clarinet!

The Signet (now known as the Selmer USA 100) is still around. It is one of
the standard choices as a student wood instrument. Current list price new
is $960. You can often find them quite inexpensively at garage sales,
etc., but used retail they go up to around $600 depending on age and
condition. Make sure yours is functioning OK before you start. It will
save a lot of grief. The pads will probably be shot after 15 years in a
closet! Take it to a pro for repair.

Vandoren B45 seems to be highly preferred around here, with good reason.
You will also hear a lot of people suggest J & D Hite and some others. I
also like the Selmer C85 series mouthpieces (I have the 115 facing). Find
a place to try them if you can (after the instrument is fixed).
