There was an article by Paul Harvey in "The Clarinet" (ICA journal)
within the last 12-18 months that gives the circumstances surrounding
the composition and premiere of the Malcolm Arnold Sonatina. I don't
remember offhand which issue it was, but it should be easy enough for
you to find.

By the way, has anyone performed or heard the Paul Harvey Sonata for
Clarinet and Piano (pub. Southern Music)? I have the music and it seems
like a pretty good piece.
