I received this message some weeks ago from a different source. Checking it
out, I find that indeed the FCC had received such a petition about a year
ago, considered it, and rejected it. There is an FCC website which
discusses this matter (I forget its URL). This message seems to be an
attempt to "spam" the FCC.

But don't blame Al Chiavarini for this - lots and lots of folks were sucked
into this one. I was saved only by having been bitten by a very similar
issue last year.
