This message has been circulated in one form or another since
modems have been popular. While per-minute charges are the norm
in some parts of the world for POTS (the telephone company's
acronym for Plain Old Telephone Service - really!) it is not
the norm in the US. The first time I saw this message (or it's
great-great-great granddaddy was probably around 1981 or 2.

There probably will be some changes in Internet communications
in the near future using your local telco (ADSL). The current
switching system isn't set up for the way we use the system, at
least here in the U.S. (on weekends I turn my computer on early
in the mornings and shut it down late at night, and keep a telephone
circuit up the whole time. The telephione system is not set up
for long-term calls such as this - they were set up for calls
measuring in minutes).
