Boosey & Hawkes publishes an Urtext version of the Suites taken from the
composer's MS which shows the wonderful second suite, second movement
solo as being for clarinet, not oboe.

As far as _I_ recall (having played several transcriptions and
arrangements, variations on, etc), the Second Suite fMB in Eb was
written
as an Oboe solo, not a clarinet. Several transcriptions have the option
for a clarinet solo if the oboe is nonexistant, or...well, sucks.
I'm not sure if that option was actually written in by Holst or
not...It's
quite possible; from what I've been told, he did a lot of toying and
experimenting when choosing the solo instrument. The candidates were
supposedly the oboe, cor anglais, sax, trumpet, and horn, and I've heard
it took him a long time to settle on the oboe...
