As far as _I_ recall (having played several transcriptions and
arrangements, variations on, etc), the Second Suite fMB in Eb was written
as an Oboe solo, not a clarinet. Several transcriptions have the option
for a clarinet solo if the oboe is nonexistant, or...well, sucks.
I'm not sure if that option was actually written in by Holst or not...It's
quite possible; from what I've been told, he did a lot of toying and
experimenting when choosing the solo instrument. The candidates were
supposedly the oboe, cor anglais, sax, trumpet, and horn, and I've heard
it took him a long time to settle on the oboe...

(But like I said, I know this only from what I've heard and from all the
various versions I've played...I haven't actually sat down to pick it
apart...^_^ )
