Flutter is one of the typical problems with analog playback systems. The
problem most likely lies in the playback and not in the tape (unless it is
a very old tape).

Also, cassette tapes have vastly smaller dynamic range than DATs (approx
60dB-70dB versus 96dB) so when you transfer from DAT to cassette, you must
be very careful that your peak loudness points don't go over the top of the
scale for the cassette.
