I am aware of and own the following three quartets by Harvey:

Fantasia for 4 Bb clarinets, Boosey and H. (was long out of print, but
has just been reprinted)
Quartet for 3 Bb clarinets and bass clarinet, Schott (the one Fred
mentions above)
Quartet for Eb, Bb, BH or Alto, Bass, and it is really publ. by Maurer
