Neither in this case. A cursory look at your mail headers indicates
you sent it once via lotus2.slmd.com to your mail relay
slmd.slmd.com . slmd.slmd.com seems to have had a problem communicating
for a moment (well, 9 seconds) with lotus2.slmd.com, and it
forwarded what it thought to be an incomplete message to
listserv.cc.va.us. The listserv faithfully rebroadcast the
messages to the list.

Mail software is supposed to do that - if a communications failure
happens, it resends the message. In this case the acknowledgement
was probably too slow or lost.
