Could you be referring to the NY arranger and composer (now deceased),
Robert Russell Bennett? He did all the Rogers and Hammerstein musicals,
and several very exciting works for band including the Suite of Old
American Dances. If it is the same person, you should now be able
to find his publisher (though ASCAP) and then get Abstracts.
