Well, it IS in Pennsylvania (3 octaves). On their score sheet there is a
"range" score as part of the scales. 3 octaves beats 2 (played with equal
pitch, and accuracy).
Going up to high Bb should be plenty. BUT IT MUST SOUND GOOD!!
I remember in Virginia (I lived there till 10th grade) at the All-State
auditions, in the warm up room, a guy trying, and trying, and trying to
play his high B, and when he finally got it (after practically pealing the
paint off of the walls)- the whole room stopped playing, and clapped.
(embarrassed the heck out of the guy,- it was classic!)

I have been auditioning the Illinois All-State clarinet students for the
past nine years. I can assure you that scales played with only two
octaves is sufficient. However, in Illinois, we use a standard scale
sheet....I don't really like it, but scales are one, one and a half, and
two octaves (depending on the scale).....often breaking the pattern to
skip up to the fifth and return down....much like the pattern in the David
Hite Melodious and Progressive Studies Book I (back of the book).

The altissimo register, reflected in the scales, is not necessary in the
auditions we hold.
