In my experience, a talented Clarinetist can overtake most Sax players with
good teaching (for the Clarinet player) in a minimal amount of time.
However, for a talented Sax player, it would take the Clarinetist much
longer - if ever, to play catch-up. I find that Clarinetists have much more
embouchure control then Sax players. Their fingers also usually have more
coordination from playing the harder instrument. The other facet that a
Clarinetist would have a hard time "catching up" on is the improvisation
aspect of Jazz Band.

I think any clarinet player can equal his ability on sax in 3 to 6 months
with an hour a day of correct practice and a GOOD teacher. (as you can
guess, I feel that a good teacher is the most important ingredient)

Most of the current arrangements that list doubles are usually flute or
soprano sax. Rarely (unfortunately) clarinet.
