I am a freshman in high school and a six year music student. As far as
chewing gum while playing; it is impossible and shows that you are not very
serious about your musicianship. Try this;

Allow her to chew gum in class, but don't allow her to play at the same time.
Not playing is never fun, but give her a lack of participation note in your
gradebook. (Make sure she's aware of it.) If this doesn't work she doesn't
belong playing any instrument.
