Well, the way my pappy told me is this: The Hautbois (ill wind) is very
touchy about reed placement, if, for example, you pull a reed out too much
the bottom notes will be wildly out of tune with the upper notes. The
player will try to find a reed which, when the instrument is best in tune
with itself (u & l octaves balanced) will be closest to concert pitch. In
other words, it's better to tune it to itself than try to force it to
concert pitch.
