No way is a parent going to buy a new mouthpiece (at least in my area)
after having bought a new clarinet - so we take that step out and just have
the mouthpiece figured in on the cost of a new clarinet.

Our store already does a similar thing. All of our student-line plastic
and wood Selmer clarinets are ordered from the factory with HS*
mouthpieces. Bundy saxes get C*'s. Yamaha YCL-34's are equipped with
Vandoren mouthpieces.
