Jim,
A magazine usually only hold the first serial publication rights to
a freelance article. This means they have permission to publish it once,
and the rights then revert to the author (unless the magazine states
otherwise in its publishing information, which should be printed towards
the beginning of the magazine.) You should probably go straight to the
author of the article for permission (although, obviously, the magazine
might be able to put you in touch with the author if you don't know where
to look!).
If the article was written by a staff writer, then the rights
probably DO belong to the magazine.
