One war at a time. The issues of the extent of the coverage of this
practice cannot be addressed when the practice has little uniform
acceptance. Insofar as who should do it, like most things musical, it
requires talent, skill, taste, and, most important, knowledge. But as
a general democratic principle, I think everyone should at least try it
and, should they be deficient in any of the requirements, either learn
them, buy them from God, or give it up.

By "not anyone", I mean not just anyone, I didn't mean nobody. Some for sure.

On democratic principles I agree. Anyone could give it a try. I guess because
I perceive the world is already filled with too many technician-musicians I
always fear the worst, as the talent you describe borders on good
compositional skills.

Aside from the Levin/Neidich recording of the Weber/Danzi etc. any other
recommendations for improv/cadenzas would be welcome as you hear (of) them.
