No, because sound not only comes out the bell, but the holes also. Try
playing clarinet with the bell leaned up against a flat chair so it
covers the bell totally. All notes will come out about the same, maybe
not as in tune, except low E/middle B when no sound comes out because
everything is shut (wholes and bell).

This is a good question though. I was just on vacation and drove people
nuts in 12 states plus Canada through my practicing. Finally, they just
send me down and I got a nice spacious confrence room at the opposite
end of the building. A mute may have been helpful there. I know with
tuba you can get them so their nearly silent and thus practicing easily
in hotel, or similar settings. No such luck for us though!
