I've come across this in some of the parts in our orchestra library, and
am also somewhat confused by it. It seems that if there was a part for A
or C clarinet, that they transpose it all to Bb for the "modern part".
The "original part" seems only to be the movement(s) that differ from the
"modern part". For example, I just got handed a part for Mendelssohn's
"Reformation" Symphony, which I will be performing on July 9. The
transposed part is the entire work; the "original" part is only one page,
and seems to be one movement for C clarinet. I haven't had time to sit
down and look at it properly yet!

So it seems as though your answer is, if you want the entire work
transposed out for Bb, order the modern part.

(And yes, I will be doing some research in the library this weekend to
get to the bottom of my own dilemma!)
