Found by going to Metacrawler at

http://www.metacrawler.com/index.html

and typing in "Library of Congress" in search and checking "as a phrase".
Some search engines default to "any" and return way too many useless hits,
and some don't have an obvious method for choosing "as a phrase". That's
why I like Metacrawler. Also, it's fast and actually uses the results of
several other services.
