Since the autograph of K. 622 has never been seen, and since the first
edition of 1803 (or is it 1801) is the only source for that measure
of introduction, the only answer to your question about who has
the definitive answer is "nobody."

In effect, the absence of any authoritative source for the work inhibits
anyone from ever establishing the absolute truth about the matter of
the first measure of K. 622, movement 2.
