The spring "tension" is regulated in the spring itself. A new spring will
be quite "heavy" and gradually through time springs will lose their
tension. But the tension should be adjusted by re-tensioning, in other
words, "bending" the spring into a more resistant position. Not a do it
yourself project. It could be that somehow during the overhaul process
this spring was weakened or has lost some resistance naturally.
