End papers are used for perms -- they are folded over the ends of small
strands of hair, then the whole lot gets rolled around the perm rod. I
think it's to ensure that all the hairs in a strand get curled in the same
direction. The papers are absorbent so that the damp hair clings to them.

I'm pleased to be able to clear up any remaining mysteries in your mind
concerning feminine beauty protocol and its relation to the clarinet ;+)
