Here in the US, cigarette papers are rarely used for *tobacco* cigarettes,
if you get my drift! I can remember when I was still a teenager, and my
teacher suggested getting cigarette papers for the water problem. My mom
had to buy the papers for me (I don't think they would sell them to a kid)
and then she got some very funny looks from the salesclerks!

I swear I'm only using them for spit leaks, Mom!!! (And, being the good
kid that I was, it was true.)
