Although I can't really speak for the sticky key problem I can vouch for
the cigarette paper approach to clear up other clarinet
key related problems like water in tone holes.

Even when I had my first plastic instruments and before
I switched to cork pads on my first wooden one, I never
really liked to use the "key powders" that one can get
because they seem too messy. My repair technician also
highly recommended avoiding these.

Although I am a non-smoker it doesn't bother me to
carry around a little package of whatever brand
of cigarette papers happen to be readily available.

Just be careful not to use the edge that has the glue
on it under your keys.

Happy clarinetting.
