There are a couple of tech schools I know of...One is in Redwing
Minnisota...Redwing Tech. Institute.

The other is Western Iowa Tech....I don't know the whereabouts of this
school, but I assume it is in western Iowa.

You can do a Yahoo search and get the info on Redwing

Or, you can find a repair shop that is willing to accept an apprentice. I am
a repair tech. I learned in an apprentice situation. The people I have come
in contact with that have gone to a tech school are not qualified repairmen
when they leave school. They still need to apprentice for a few years to
become qualified to do acceptable work. There is much more to putting a pad
in a clarinet than meets the eye, and that is about the easiest task a
repairman is faced with.

Good luck.
