I think lack of funds may be a specious argument.

Is there no public library with free Internet access? Every public
library in my region has free access, library card or no! Internet
coffee shops? How about local access at your University vs. remote?

As to the Sneezy bulletin board - Why do you really think it
will drain Klarinet? I would think that over the long run,
information and discussions cross posted from sneezy to Klarinet
would add to the information on Klarinet, not subtract - it's
thousands vs. hundreds of people visiting.

I think that in the cases of Europe and Asia things may be
totally different, especially with the communications tariff
system as it currently exists.
