According to my Fred Weiner catalog-

"13 Series mouthpieces: American pitch mouthpieces designed to play at
A440. The bore is designed to match the bore of the R13 Bb Clarinet. Made
of hard rubber."

On the V13 it says "Similar to B45 - dark sound with hard reeds." This is a
different mouthpiece from the B45-13.

I play a B45 with my Buffet R13. The guy at the local music shop said I
should try a B45-13 or a V13. Of course, I'm not in the market for a new
mouthpiece, and am not playing frequently enough in order to spend the
requisite time to compare mouthpieces.

If you buy a new box of Vandoren reeds (of recent manufacture) you will get
a sheet advertising the new 13 series of mouthpieces and comparing them to
the rest of their line in more detail (with numbers and technical terms and
everything). I found the lit. in an open box at the music dealer.
