My Latin is pretty rusty, but I'm confident this is what it means.

"Totus" refers to a small dog.
"in corde" means "on a leash."
"lanqueo" means "I languish."

Put it together, and you get: "I, a small dog, languish on the leash."

I hope this helps. It is indeed a sad and soulful theme for clarinet.

I am giving a performance of Schubert's Offertorium with clarinet
obbligato, "Totus in corde lanqueo", D. 136. Does anyone have a
translation of the Latin text? Maybe from a record jacket or another
source?
