Sorry to contradict, but this statement is in and of itself contradictory.
The correctly revised 1919 edition (with corrections by Clark McAlister,
copyright 1985, Kalmus) shows very clearly that the first clarinet part
rests through the measure one before rehearsal 14 and comes in on the down
beat of 14.

As we discussed previously on this list, the notes printed in the part and
in most excerpt books (including the International one) are incorrect. In
fact, the whole part in the International excerpt book is riddled with
errors.

Get to a library and check out the McAlister-corrected 1919 score.
